As part of the "Israel 2048" vision, led by the OR Movement, the "Equitable Cities" program was conceived as a joint national project of the OR Movement, the Ministry for Social Equality and the Ministry of Housing.

The program is a multi-channel accelerator aimed to reduce gaps between development towns and the cities in the center of Israel, to strengthen the cities in the periphery, and as a result affect the whole region

The ultimate goal of the program is to help cities change misconceptions, remove the label of “development town,” and recognize them as cities of quality and potential with tight-knit communities and an abundance of opportunities. Components of the program include creating a detailed business plan for each city, community building, establishing impact groups, marketing and branding, and bringing together all of the key people and organizations in a collective impact towards a common goal.

The program will launch in four cities in the Negev and the Galilee chosen by a joint committee based on certain criteria: Akko, Kiryat Shmona, Ofakim, and Dimona.The program will launch in four cities in the Negev and the Galilee, Akko, Kiryat Shmona, Ofakim and Dimona, chosen by a joint committee based on specific criteria.

The Equitable Cities Project contains the following programs:

Local and Regional Business Plan

Preparation of an integrated economic and business plan for a city that outlines objectives and fund-allocation in order to achieve the strategic plan and vision for the city.

Impact Groups

Since the early days of pioneering the ideal of Impact Groups or “Seed Groups” has been at the forefront of the country’s development. Today, the groups remain a powerful tool for the practical development of Israel.

Community Building

From a Neighborhood to a Community Developing and building a community in cities brings individuals together to identify a common goal, provides meaningful social connections, strengthen the local pride and resilience, and create a sense of belonging and responsibility.

Marketing and Branding

City marketing and branding plays a pivotal role in the image of the city and the pride of the residents, while competing with other cities to attract new residents and drive investments.
